Village Zoning Bylaws
Bylaw #2002/02/01 requires one or all of the following to be submitted with the Development/Building Permit
  • two sets of plans and specifications of the proposed building:
  • a current real property report prepared by a registered land surveyor.  (Surveyor will ensure that corner pins or markers are of such a nature as to be permanent and visible to all.)
  • a current topographical report with or without land elevations, as specified by the development officer.

Bylaw #2002/02/02 requires the following: Every application for a permit to construct, erect, place, alter, repair, renovate or reconstruct a building shall be Form A and shall be accompanied by such of the following documentation as may be required by the local authority:
  • Two sets of plans and specifications of the proposed building: A current real property report prepared by a registered land surveyor.
  • A current topographical report with or without land elevations, as specified by the development officer.
The Zoning/Building Inspector will evaluate the compliance of the construction to the related Acts and Bylaws. Inspections will be done on site before construction, demolition or the moving of any structure. Follow up inspections will be done during and after completion of the project. Permits are not required for fences under 6 feet in height or for the laying of paving stones.

Copies of the Building Bylaw or Zoning Bylaw may be picked up at the Village Office.

Shoreline Alteration Permit
SERM requires a permit application to be completed for any work that is being done near a lake and / or stream shore areas. Common activities that can affect fish and fish habitat are:
  • Lake shore alteration during cottage construction
  • Depositing sand for beach development
  • Removing/Adding sand, gravel and /or rocks from lake and stream shore areas
  • Diverting or damming streams
  • Dredging or draining marsh lands
  • Installing road culverts and removal of trees or shrubs
  • The erection of retaining walls

Beach Gate Closing Times
The beach gate will be locked from September 6th, 2009 to May 18th 2010. It will be unlocked every morning from May 19th to September 6th, 2010. The gates will be locked every evening as follows: May at 9 p.m.; June and July at 10 p.m.; August at 9 p.m.; and September at 8 p.m. During this time the gate may be locked due to inclement weather.

Support a Safe
Swim Area
Council is asking the beach users assistance in the watchfulness of the placement of buoys during the swim season. Movement of the buoys by others poses a safety hazard for swimmers. A double line of buoys will be installed this year for the safety of swimmers. Please report any movement of the buoys to Council or Peter Gigian so that corrections can be made as soon as possible.

Notes on Dogs

All dog owners should have, under bylaw, a license for their pet. For a one-time fee of $3 per tag, these licenses provide benefits in the form of identification of both pet and owner in case loss.

Any concern over stray or aggressive dogs is up to the individual to report to the dog catcher. All dog bites that scratch or penetrate the skin should be treated at the hospital and reported to the R.C.M.P. More information on dogs as well as licenses are available at the village office.

Liquid Wastewater

Sewage gathered by your contract hauler is deposited in a lagoon, where a treatment process is initiated to render the liquid safe.

B-Say-Tah, Fort San, and the RM of North Qu'Appelle share responsibility for a lagoon currently located north of the valley. This service is provided and supported to ensure that liquid waste does not enter the lakes and does not pose risk to any living being.

PARCS
PARCS is short for Provincial Association of Resort Communities of Saskatchewan.

This Association is comprised of an Executive and two Directors from each of the 5 regions the province is divided into.

The mandate of PARCS is to work for the betterment of Resort Villages. It is a melting pot to exchange ideas, seek solutions to common problems and lobby the Government for changes beneficial to all.

As Government rules & regulations are constantly changing PARCS is playing a more prominent role in determining the future of Resort Villages. Our Village is actively involved in PARCS.

Recycling
Used oil and oil containers can be deposited at the Eco Centre behind SARCAN Recycling, in Fort Qu'Appelle.

Newsprint and other paper products may be recycled at the big blue bin on Boundary Avenue in Fort Qu'Appelle.

Community Living has a collection box available at the same location for clothing and the like.

Solid Waste.
Solid waste or garbage is managed in the valley by an authority set up by several communities.  It ensures that provincial standards for disposal are met and that each member community receives good value for their tax input.  Each municipality currently retains the right to arrange its own methods of waste collection but must meet the set standards for the disposal at the landfill..

Garbage
Garbage is to be placed in garbage bags, tied and placed insecure garbage containers
  • Containers are to be placed in stands to prevent animals from tipping them over.
  • Garbage bags are to be standard size and are to weigh no more then 40 lbs.
  • If garbage bags are opened by animals, etc. and the contents are strewn, it is the sole responsibility of the resident to clean them up.

Tree Cutting for Pick-Up
  • Limbs to be NO MORE than 4 ft. in length and NO MORE then 3” in diameter.
  • To be bundled and tied securely.
  • Tree trunks and larger limbs are to be disposed of by the resident or property owner.
  • Hedge, shrub and grass cuttings to be bagged and tied.
  • Bagged leaves and grass cuttings will be picked up separately from household refuse by Village Maintenance. Pick-ups will be done as Public Works deems necessary.
